Phone Verification - Cannot get code - Even after 72 hours for 4 weeks

Hello, I hope this message finds you well. I'm a pationate indie game developer and very fond of google services. I'm currently using Google ads to promote my game. Recently Ive learned about the benifits of using Admob instead of any other ad providers. Upon trying to open my preexisting account, Im giving a phone verification screen. I've tried my phone number that is linked with my google account but it says tried too many times. I tried with another number and it says cannot use this number. 
Ive learned to wait for almost 72 hours and try again.. its been 2 weeks since im trying after 3 days each but it always show this same issue again and again. I can provide my nation ID just like I did in my adsence account. please guide me how to fix this.
