Upon reviewing the information you provided, we also encountered no ads in both android and iOS using our Flutter sample app. In order to maximize chances receiving ads, kindly make sure that you fully complete the setup of your AdMob account, particularly the billing (https://support.google.com/admob/answer/2772229?hl=en) and PIN verification (https://support.google.com/admob/answer/2772302?hl=en) sections. Since this is more of an ad serving issue/ fill rate concern which is out of scope to our team, we would recommend raising this to our Product Support team (https://support.google.com/admob/thread/new?hl=en) instead. The product specialist there should be able to assist you further on this.
