Doubts regarding usage of banner ads in flutter app

Hi,
I am a developer working on flutter app & using banner ads in my app
However I am facing a doubt

The banner ads is placed at the bottom. But when keyboard pops up, I shift the banner ads to the top of the screen. This will happen frequently (the app deals with lot of keyboard interactions)
So when this happens, the banner ads refreshes.

I am afraid that due to refreshing of the banner ads too often, it will be marked as violation

Can someone clarify on this?
(The reason why I am not shifting the banner ads to the top of the screen is because mobile notch just destroys a lot of screen area)
