Do admob reward ads only work once uploaded to the playstore?

I installed the apk on my phone to test if reward ads work but nothing shows up. I was wondering if reward ads only work once the app is officially released onto the playstore?

You can use our AdMob test Ad unit IDs to test rewarded video ads before your app goes into production.

 The following are our test Ad Unit ID
