Difficulty getting native ads working in portrait format with google_mobile_ads package in Flutter

I have chosen a portrait format when the native ads load, I only get a small banner across the center of the available area. The Ad frame itself fills the size in the widget correctly, the tag is correctly displayed in the top left-hand corner of the frame, but the Ad itself doesn't fill out to cover the entire space available. I would like to show ads that fill the entire space. How do I do this?
I have set the nativeAdOptions tag:

nativeAdOptions: NativeAdOptions(mediaAspectRatio: MediaAspectRatio.portrait)

again, the ad frame fills the available space in the widget properly, but the content is simply a banner and doesn't fill the available space in the ad frame. This happens every time, I have attached an example.  How do I get full-frame image or video ads to show? Is there a content flag I am missing? I also checked my settings in the Ad Manager and it seems that I have done everything as recommended in the tutorials.

It would be great if anyone here has ideas on what I can try!
