Block certain country from getting ads

Hello,

We would like to block ad serving from a certain country in one of our apps. So far we have tried several workarounds to minimize ad serving - but none work 100% of the time:

1) Create a mediation group for that country and ad units and set eCPM to the max value - 1000$: still some impressions and clics are being registered.

2) Set the minimum eCPM of these ad units to 1000$ for that country: still some impressions and clics are being registered.

3) Block ads by not requesting them if Android TelephonyManager returns that user is in that particular country: still some impressions and clics.

So how can we 100% block an ad unit to answer ad requests just a certain country or group of countries?

It would be truly helpful to do this from our Admob Control Panel.

Our app is officially distributed only in Google Play Store - it's an Android app.

We have also blocked this country in Google Play Console to prevent downloads from these country.
