Low CTR - $0,68 with 18,000 interstitial impressions

Hi 

I write in this group to see if it is possible that someone with more experience and knowledge can give me a hand, 

I have an App that has 1,200 daily downloads, with 18,000 impressions of an interstitial ads at the end of the process, 

but the CTR is 0, 21% with a CPC of just 0.02 cents, 

barely 39 click is achieved which translates into an income of $ 0.68 cents what can I do to improve the CTR and CPC, 

for now it only has a  Ads of type interstitial

What can I do to improve the CRT and CPC of the banners interstitial?

I have tried everything, I have placed small banners, I have placed native banners, I have used mediation with other monetization systems, I have limited impressions, I have blocked advertising networks, I have blocked ads from some categories and nothing helps me to upload the CTR and CPC that at some point they were generating me $ 30 per day, but that now generates only $ 0.68 since October 2019
