Interstitial ad stuck with “You can skip this ad in 5s”

I am using Admob for my iOS app. It has been going fine, but the full screen ad "GADInterstitial" sometimes produces a black screen with text "You can skip this ad in 5s". It stays the same with black screen and there is no option to skip. Any idea what could be the problem?

P.S. Access to Youtube is blocked here so is that the problem if it is a video ad?

That does look like a video interstitial. I'm not sure if it's related to YouTube, but Is there any way you can try without YouTube being blocked?

These type of ads are appearing in a strange way. If it appear once, that device keeps getting it for around a day. But after a day, that doesn't happen at all. I have used VPN and it works fine on one device, it works fine on another device without VPN, but at the same time another device keeps getting stuck with it. I have seen it happen with iOS 6 and iOS 7 devices. Can you show me an example of how a video ad appears? I have seen a interstitial ad with some animation but that was probably gif. It didn't stuck but it didn't appear with the message "You can skip this ad in 5s" either.
