Issue with play-services-basement:18.0.2 in Android 8.0.0

Hi Google SDK team,

Our team got stuck in an issue. We have recently updated our play-services-basement sdk from 18.0.1 to 18.0.2. We noticed that our app has started to crash, "particularly" on Android 8.0.0. We have also tried using variety of Google Ads Sdk Versions but problem remains the same. Notably, play-services-basement:18.0.1 works fine in Android 8.0.0. 

Findings - 

1. with play-services-basement:18.0.1 - WORKING FINE IN ALL OS VERSION TESTED (12, 11, 10, 8.1, 8.0, 5.0)
2. with play-services-basement:18.0.2 - CRASHING IN ONLY OS VERSION 8.0.0
3. play-services-basement:18.0.2 with Google Ads 20.3.0, 20.4.0, 20.5.0, 20.6.0 (Latest) - CRASHING IN ONLY 8.0.0 VERSION

We are pretty sure that play-services-basement:18.0.2 is crashing/misbehaving, particularly in Android Version 8.0.0 with all versions of Google ads (>20.3.0). Seems like 18.0.2 is unstable or not backward compatible with Android 8.0.0
