The 403 Error happens when the web page (or another resource) that you’re trying to open in your web browser is a resource that you’re not allowed to access. It’s called a 403 error because that’s the HTTP status code that the web server uses to describe that kind of error. I would recommend to Double-check that the SSV URL you entered in the AdMob console is correct and accessible. Make sure you’re using the correct protocol. AdMob requires HTTPS for security.
Could you confirm whether you have followed all the steps mentioned in the help center article to Validate rewarded ad views with server-side verification. You can also refer to this to get more information about the SSV.
