I also have this happening a little bit as well, I'm thinking it could be that some users have disabled personalized ads in their Google Account. For example if you go to https://myaccount.google.com/data-and-privacy and disable personalized ads, it says that your ads won’t be personalized on Google sites and apps, nor on sites and apps that partner with Google.

I think people might be disabling personalized ads when they first setup their google account on their phone.

Countries-All around the world, mostly USA not just EEA and the UK
Any other changes-No, all my settings are Admob defaults

Hello,

Thank you for reaching out to us.

However, Kindly note that the SDK just requests an ad to the ad server (E.g: AdMob), and I'm afraid that it doesn't have any control on show rate / match rate of your app. This is more of an ad serving issue concern which is out of scope to our team. That said, we would recommend raising this to our Product Support team (https://support.google.com/admob/thread/new?hl=en) instead as they are better equipped in handling these concerns.
