Accepting all choices in the "Manage your data" screen still results in non-personalized ads

User sees the consent management screen when first launching the app. The user selects "Manage options" and sees the attached screen. User manually enables ALL choices and taps the "Confirm choices" button. Why does this still result in non-personalized limited ads? Is this an intended experience or just a bug?

I believe you misunderstood my question. Even if the user enables all choices (gives manual consent) by enabling all the switches, he receives no ads. But if the user selects "Accept All" the ads appear immediately. Why is there a difference between manually giving consent and selecting "Accept all". Is this a bug? I've observed this in our own apps and other apps as well. This can't be the expected behavior, I must be missing something...

Hi,

Users need to **both** enable consent for all choices and each vendor that they want to permit ads from. In the UPM SDK this means that if the user decides to manage consent manually, they must enable consent for each options, and then open up the vendors page and enable vendors as well.

I understand this is not ideal UX, and I have submitted a feature request to improve this flow.

Yeah, manually enabling 200+ vendors is definitely not the best UX. This is also not mentioned in your documentation. Why not be transparent about this? This basically means that if the user doesn't give upfront consent to everything, he doesn't get any ads, meaning lost revenue. I really hope for an improvement regarding the consent management, as this solution is a recipe for more developers to force their users to give consent or pay for an ad-free experience - exactly the opposite of what GDPR wants to accomplish. Hope the EU takes note and pushes Google to do better.
