how does google decide which ads to put on your apps?

We are making a new app and wanted to put some admob ads within it. We want the ads that appear on our app to be very specific as we have a very specialised client base. We know that we can filter ads by excluding and allowing broad categories and urls. We wanted to know, from the point of view of someone posting ads, how does google go about this process. If someone says "I want my ads to appear only on these types of apps or only to these kinds of people" how do they proceed? Do the people with the advertising space (us) have to sell their space to those who want advertise, or describe their app somehow in a small paragraph? Or is there a different process completely by which google admob operates?
