Ads are not displayed even with more than 1000 requests

Hi, I have a few apps on Admob, but  aren't showing ads despite having over 1,000 requests and users. I created an app first, but I didn't assign it to any app code I uploaded to the Play Console until about a year later. I don't know if that's the problem, as it went unverified and inactive for so long after creating it in Admob.
I don't see any issues in the Policy Center, and the 1,000 or more requests don't appear in the reports. However, when I check the ads-apps.txt file, it sometimes says it was scanned over 1,400 times, as if it had that many ad requests, and I have at least 5,000 downloads in the Play Store.

Hi,

Thank you for contacting the Mobile Ads SDK Support team.

Please note that Error code 3 means The ad request was successful, but no ad was returned due to lack of ad inventory. Upon further investigation, this seems to be a serving issue rather than something specific to the Mobile Ads SDK.  However, could you please confirm if the issue is reproducible in our Google sample application when using your app ID and ad unit ID.

Could you try once by enabling the Ad Inspector ? And then share the export request and response file generated from Ad Inspector to us along with app ID & ad Unit ID for further investigation via reply to author option..

Note:You can export the ad response only after you add your test device in the AdMob UI.

Thank you for providing the requested information. 

I ran the Google BannerExample with your app ID and all the ad unit IDs and I can see the ads are loading successfully. Can you please confirm if the issue still exists? You can use the troubleshooter to check whether your Google AdMob account has any ad serving issues that can lead to zero match rate or ads not showing. We'll advise you on how to fix your ad serving issues, if required. Follow the steps shown in the troubleshooter to run some checks on your account.

From the conversation in the thread, I understand that you have an issue with the new account rejection. When you first sign up for AdMob, your account is reviewed before it's approved, which typically takes up to 24 hours. In some rare cases, it can take up to 2 weeks, but this is uncommon. You are notified via email if your account is not approved by AdMob. Make sure you’re in compliance with AdMob policies and restrictions.

Thanks for getting back to us. 

The Error code 3, no fill error means that the ad request was successful, but no ad was returned due to lack of ad inventory. You may check this AdMob Error Codes & Logs for more information on different kinds of errors.

I have executed our Google Sample project with your PII information (app ID, ad unit ID and package name) and am unable to load the Ads on my end. Upon changing the package name I am able to load the ads successfully on my end. Therefore, it appears that the root of the issue lies within your package name. Upon checking your Account, I didn’t find any issues in your AdMob account. 

The best way to get more information about your issue is the AdMob Help Center. You can also utilize the AdMob Communities for additional support.
