Hi there,
I understand how frustrating this is for you. Let me see what I can do to help you with this.
For me to check on my end, could you share with me the details below using Reply privately to author option?

Hi there,
Thank you for sharing with me your Ad Unit Id and published app in the Play Store. I downloaded your app and I was able to load ads on my end. See screenshots for your reference. The no fill error you've experienced means that ads aren't available as of the moment. This ad serving issue isn't controlled by the Mobile Ads SDK. That said, it's best that you contact our Product Support Team or you may use this troubleshooter.
In addition, you may want to implement AdMob's Mediation feature to serve ads to your app from multiple sources.

Hi there,
Thank you for writing this to us. I know how frustrating this might be for you. We're doing all our best to help you with this however, no fill error isn't controlled by the Mobile Ads SDK since this is purely an ad serving issue.
On the other note, it seems that you've created a separate thread for this. Please refer to that thread instead for better tracking.

Hi Faith,
Thanks for posting your concern. I've also received your message in private.
With regard to the no fill error, I'm afraid that this ad-serving issue isn't controlled by the Mobile Ads SDK. However, to further check on our end, could you provide your App ID and Ad Unit ID/s via Reply privately to author option?

Update: Ads are not shown when signed apk of app is installed.
Hi Faith,
Thanks for sharing the details in private.
I have tested your Ad Unit ID on our interstitial sample app and I was able to load an ad (see attached screenshot). As I've mentioned previously, the no fill error you've encountered simply means that there is no ad available as of the moment and this behavior isn't controlled by the Mobile Ads SDK. Since you're still on the development phase, please continue using our Test Ad Unit IDs or Enable a Test Device to avoid account risk from generating invalid traffic. Once all is set and your app is ready for production, you can now apply your own Ad Unit ID.
Moving forward, if you still encounter such error in production, you may use this Ads Troubleshooter or directly reach out to our Product Support Team as they're the appropriate team in handling such ad-serving related issues.
Hi there,
Thank you for reaching out to us in private. However, it seems that you've already created a separate thread for this. For better tracking, please refer to my response on that thread instead.
Hi Fatih,
Thank you for getting back to me. I can confirm that your Ad implementation is correct and is ready for production since you were able to load test ads. It seems that you're app is just experiencing an ad-serving issue which is already out of our scope. It would be best that you reach out to our Product Support Team so they could provide better insights on this.
In addition, please don't forget to replace the Test Ad Unit IDs with your own Ad Unit IDs when deploying to production.
Hello,
Hi there,
Thank you for reaching out to us. Could you share your App ID and Ad Unit ID via Reply privately to author option so we could check on our end?

Hi Tauqeer,
Thanks for sharing with us the details in private. We've tested your Ad Unit IDs on our sample projects and was able to load both Banner and Interstitial ads. See attached screenshots. The no fill error (code 3) signifies an ad-serving issue due to no available ad as of the moment and this behavior isn't controlled by the Mobile Ads SDK. You can try this Ads Troubleshooter or directly reach out to the Product Support Team as they're the appropriate team that could help you with this.
I/Ads: This request is sent from a test device.
