Not shows ad house, but has request

Hello!

I want to show only ad house ads.
I set eCPM 0.01 http://take.ms/XCOqo but ads still show http://take.ms/3dqyn

I have campaign CR 1024 480 5frq RUS ALL http://take.ms/EBUKV and have only 24 Impressions

but request was 8510 http://take.ms/nFxxJ

Why house ads are not running?
