Admob Ad limit for ad implementation. Please help

Hello sir, I have integrated admob banner , interstitial and native advance ad in my vpn app. In my app only have two activity that is splash activity and MainActivity. I have loaded admob banner ad on MainActivity and I preload native and interstial ad on splash screen. Then I show interstitial ad when user click connect button. Then when user click for disconnect then I show alertdialog for disconnect. In this alertdialog I show native ad. After user successfully disconnect then I show another intersitial ad. I have set frequency limit on my admob that is per 1 minute show 1 interstitial ad per user. 

Now my Admob account ad is limited for invalid traffic. One more things when I setup bidding with facebook. I have seen some facebook ad but intersitial ad show as test ad. After that implementation my admob account ad is limited. 
Is there any issue in my Implementation? Am I correct or wrong ? Please sir give any solution And guide me the proper way ad implement for VPN App. Here I also added two screenshots.

Kindly note that the ad serving limit might be a temporary ad serving limit to evaluate your traffic quality, or it might be because we've identified invalid traffic concerns in your AdMob account. To avoid invalid traffic, we suggest to use our test ad unit id and enable your test device when testing your application. This ad serving limit typically impacts publishers for less than 30 days, it may take longer in some cases. You may check this article for more information or you may reach out to the Product Support Team to assist you better on this.

I've got 3 months suspension for invalid traffic.
Last month it gone.
And today (weeks before), I've hot a new suspension...
