Has anyone successfully promoted a website campaign through the new AdMob??
Please let me know so that I can stop waisting time waiting for this ad to be approved
that's been in eligible status forever.
Also, is the only way to promote a website campaign is to make it a house ad, then promote the app?
PLEASE SOMEONE HELP ME WITH THIS!!

I am assuming you are talking about House Ads? Otherwise, you would promote your website using Adwords targeting mobile.
Eligible means your campaign is actually running so you don't need to wait for it to be approved. See this link to understand what the different status types mean: https://support.google.com/admob/v2/answer/3049741?hl=en
