Assigning priority to ads in admob ad review center

Hi,
I have added a new app and integrated it with admob banner ads. Even after serving a large number of ad impressions , there have been very few clicks therefore low earnings.

Now , my app is an educational app and has material for preparation of a national level post graduate entrance exam in India. I have clear ideas about the audience of the app, what ads they are highly likely to click on and what ads they will never click on

Yesterday, I saw that admob was serving various educational ads in my app and many of them were for undergraduate exam preparation of the same field. Any user who downloads my app is preparing for the postgraduate exam and will never be interested in clicking on an ad related to the lower level exam in same field, so i selected those ad units and blocked them and many similar ads

I also know what ads my users are more likely to click on , they are currently being shown in my app BUT they account only for 7% of total ad impressions. (one example of such an ad being displayed is about website which provides coaching classes for this exam across the country, However it is not being displayed frequently)

Is there any way for me to increase the number of the ads of similar type being served in my app by increasing its priority or something? User's of my app are highly likely to  click on those ads and engage in its content.
Therefore it will be profitable for everyone

most of the ads of that type have a "high" impression score, so it shouldn't be a problem if there is a way to increase it's presence in the app.

I am new to admob(just started using a month ago). Please let me know if I'm wrong about anything I mentioned in this post, But according to me there should be some way to do this

Ad review center allows you to set categories, and block ads. But as far as I know, there is no way to positively reinforce ads in the ad review center.

Yeah , I think that is true. I found the option to block certain category of ad but there is no option to positively reinforce ads. Too bad, it would have been beneficial to everyone ( me , Google , Advertiser and the user)
