ADMOB UPDATE - URGENT PLEASE HELP ME

Dear Gentlemen 

I have a problem that has not been resolved, although i wrote in the forum, to support admob 2 times and now also on google plus page, when I try to upgrade I get this error: 

Sorry, at the moment it is not possible to subscribe to AdMob using fmaino.pef @ gmail.com. 

AdMob requires a valid AdSense account and an AdWords account. However, there seems to be a problem with one or both accounts.
