How can I display specific site promotion in my android app ?

I'd like to advertise the my business partner's site in my application ( developed on Xamarin Visual Studio 2017 ), I implemented the banner and interstitial ads and it works OK for google sample. I created campaign in admob and point in adunit to the desired site and uploaded my images ( 320x480 for interstetial and 320x50 for banner ), but instead of my images in app I see other apps promotion. I tried "direct sold" and "house ad" adunit type, ... - the same effect.

What is the reason? seems , it should be changed something in campaign... 

Or maybe use any other tool aside admob?

Since you have mentioned that you were able to display Ads in your app then, it is safe to assume that there is no issue with your integration with the Mobile Ads SDK. That said, your concern seems to be specific to serving Ads from your campaign rather than anything specific with the implementation of our SDK.

For campaign related concerns, it's best to reach out to the Product Support Team or raise this to the AdMob Help Forum as these are the appropriate channels for your concern. Also, you may refer to the following articles for relevant information:
