If the version on the App Store doesn’t include your AdMob banner code, AdMob cannot detect it. You must submit an updated app with AdMob integrated. After release, AdMob may take a few hours to start showing data. You don’t need a developer website or app-ads.txt.
Kindly note that, If you have recently listed your app on a store, it may take 24 to 48 hours before you can link to it. In some cases, it may take up to one week. For more information, kindly visit to Link your app to an app store.

It is important to follow AdMob policies and restrictions to avoid any issues.
Kindly note that the AdMob needs a developer website and ads.txt file to verify your app. If your ads.txt is only in the app (not on a website), AdMob can't verify it. You need to host ads.txt on a public website for AdMob to find it.
