In my application russian IP adresses are not able to watch ads, but when I use VPN, ads are shown.

It gives two errors:

[ERROR:ssl_client_socket_impl.cc(981)] handshake failed; returned -1, SSL error code 1, net_error -101

LoadAdError(code: 0, domain: com.google.android.gms.ads, message: Unable to obtain a JavascriptEngine., responseInfo: ResponseInfo(responseId: null, mediationAdapterClassName: , adapterResponses: []))

Test ads don't work as well, google test application gives the same errors.

We confirm the problem. About 4 times drop in a few days and continuing (similar to Google Play Services update?). All apps affected, but only for traffic from Russia. A bad thing is that mediation of other networks through AdMob also stopped working.
