Ad not showing if turned off allow tracking

On my iOS device (iOS 14.2, and iOS 15.0) if I turn off allow tracking then my ad not showing up. Idk why ATT not talk about it in document or may be I wrong?

Thank you for reaching out to us. Based on what you have said, it seems that you are able to get the ads to show up in your app with the test ids. But when testing on your phone and you turn off allow tracking that ads stop? If so this would seem to be working as intended. This also seems to be more of a procedural thing that has to do with iOS and not the app. As we only do this at the start of the app.
