If I disable Frequency capping?

If I turn on Frequency capping for Interstitial ads, then ads will appear for every specific user within a specific time range. But if I disable it, what Google AdMob will do then?

What happens if I disable Interstitial Ad Capping?

Possible Answer 1) Google stops showing Interstitial Ad.

Possible Answer 2) Google shows Ad only for one time, then never reloads.

Possible Answer 3) Google optimizes the refresh rate.

There is no clear clarification anywhere. In page https://support.google.com/admob/answer/6244508?hl=en you can read the Point 9 at bottom, it says about "If frequency capping is on" but nothing about "If frequency capping is off". Kindly share the right answer with source URL from Google Help Documents.

Hi,

Frequency capping is a feature that allows you to control how many times your ads show up to the same person. When it's turned off, your ads can show up to a person over and over again. This can be pretty annoying for users, and it might even make them less likely to click on your ads.
