House ads not showing if eCPM is not 50/50

I've noticed that if eCPM is 0.50 for AdMob Network and 0.50 for my house campaign the house ads are showing.

For 0.25/0.75 Admob/house ads I get only Admob ads. Am I missing something on the way eCPM is working?

(It's happening in all my apps but let's check Giornali24.it for example)

The eCPM allocation is not a percentage, it's a waterfall ordering, with highest eCPM always being requested first. Since AdMob is higher, the request is always going to AdMob first.

If two networks have the same eCPM value (say both are $0.25), then requests should be split evenly between the two.
