Can you try clearing your browser's cache and access the link again? Sometimes the redirects experience problems.
Moving forward, if you still cannot access it, you can go to the
AdMob Help Center home page, click the
Contact Us button on the upper right corner of the page and select
Email > Account Issues > Account Setup and General Questions. It should take you to this page.
After that, just fill out the form with your concern and hit Submit.
