Admob House Ads - is billing information required?

For our house ads campaign to deliver, do we need to provide billing information (credit card etc) on our Admob Account? I cannot find the official information regarding this issue anywhere. 

If we are required to enter billing information, it would be great to consider removing this requirement because we are not charged for House Ads. Thanks!
