Ads not showing in build Unity app

I have tried every way to setup ads that came to my mind. 
The ads show perfectly in unity editor, but won't show up at all in built apk.
No errors while running in Unity.
"AndroidJavaException: java.lang.ClassNotFoundException: didn't find class com.google.android.gms.ads.initialization.OnInitializationCompleteListener" while running on my android (added test device) [Error logged using logcat]

Have been facing this issue for days.

The most confusing thing is that the ads are visible in Unity Editor without any error but as soon as I build it, it gives me the above mentioned error.

Hi Azanul,

Thank you for sending over the requested files. In seeing the issue that you have shown us, I was able to reproduce the issue on our end also. I just wanted to gather a bit more information. What SDK version are you using? As it would appear that you might be using v20? Which is not working well yet with Unity as we have not yet released the plugin for it. Also as mentioned previously, what Unity version was this build in?

But in GoogleMobileAdsDependencies.xml, it says 19.5.0. That is what I'm supposed to see, right?

After further investigation, the team see's that the possible reason why the ads are not showing in APK was because of implementation issue in building the app.

To make it work, make sure that you follow the get started guide in using AdMob unity and follow all the prerequisites. That said, I've found this unity docs in building android apps, could you try if anything here helps you?

Your majesty, you and your knights have been deceived. While trying random fixes, one of my team members stumbled upon "force resolve". Clicking it unleashed some kind of ancient magic which at first made no difference but on building fixed all our problems even though "resolve" was succeeding. 
Even though we had to look through random relics, we are grateful for you and your knights' service.
