Is it intended for players to be shown 2 ads within one session of rewarded video format?

Our players have complained recently that they are being shown 2 ads but being rewarded only for one. Is this an intended behaviour? Are we able to affect the number of ads shown within the time session? Notice the “Ad 1 of 2” and “Ad 2 of 2" below.
