UMP testing with VPN

Hello,

We recently integrated Google UMP in our app to manage players consent. We added an "European regulations" popup with targeting set to "Countries subject to GDPR (EEA, UK, and Switzerland)". We're testing with VPN but we have an issue. The popup is not displayed in some European countries.

Here is a list of the countries that we checked

France - not displayed
Germany - displayed
Spain -  displayed
Netherlands -  not displayed
Sweden -  displayed
UK - displayed

Is there any way we can make sure that the popup will be displayed in eligible countries?
