The minimum Android API level 21 of play-services-ads:23.0.0

Starting in version 23.0.0, the Google Mobile Ads SDK requires all apps to be on a minimum Android API level 21 to run. To adjust the API level, change the value of minSdkVersion in your app-level build.gradle file to 21 or higher.

The minSdkVersion of My App is 19, so it can be used on more devices, but it's conflict with the minimum API level 21 of play-services-ads:23.0.0. How to resolve the issue? Users who have Android 4.4 can't update apps?

GMA SDK 23.0.0 supports minimum Android API level of 21or higher,  If you would like to continue with devices having lesser OS version you can down grade the SDK version which supports the lower android OS versions.
