Admob Live Ads only show after changing package name

I have an Android application which is present on Play Store. I had inserted AdMob ads but they don't show. Test ads work perfectly fine. But when I try live ads I only get "Failed to load ads: Error code 0" error in the Logs. I changed the package name to something else, also modified the package name in the google-services.json file, and now the ads show perfectly fine. I don't know what the problem is. I can't upload the new app with changed package name to the same one on Play Store. Please help me with a solution. Thank you.

Thank you for reaching out. For me to proceed further, would you be able to provide us with additional information like your Ad Unit ID, the type of ads you're serving and a link to your app? Also, can you check if you're able to load ads with your Ad Unit ID using the sample apps?

The Ad Unit ID is:ca-app-pub-2319059341478317/1267936187

It's BANNER ad. Currently only this ad unit is present in the app.

Yes, I did check the ad unit on the sample apps and they work perfectly fine.

Thank you for the additional details. I was not able to replicate the issue while testing your Ad Unit ID with our sample apps. This is more likely an issue with the package name being changed multiple times. I suggest that you contact the AdMob Product Support Team to get this resolved. Additionally, you can refer to this Stack Overflow post for your reference.

I have contacted them, but they don't reply. Changing the package name shows the ads normally. But, with the current package name, the ads are not displayed. I presume the package name of my app has been blacklisted. The Support Team doesn't reply, it's been weeks.
