Thank you for asking this question.
If you have reached the threshold for withdrawing funds and have the payments all setup to do so. You are absolutely allowed to withdraw all the funds if you would like. And then if you want you can delete the account.
Although I would advise on being careful when deleting accounts. As you wouldn't want to be tagged for having duplicate accounts if in the future you try to open a new account with the same email.
So while it is allowed, I would suggest to at least wait a bit before deleting the account to just make sure that you really want to do that.
