US state regulation consent management solutions popup not appearing on first run

I'm using UMP to handle consent management solutions for US and European regulations. The European popup works as I expect, where the popup occurs at app startup and does not display ads until the user allows them.

I recently added US state regulations and the popup does not appear at startup despite being in an affected state. What is the intended behavior for the US state regulation popup on first run? Is it intended to display at startup or just reside in a menu? I have the region-based menu button for the popups working as expected.

Hi,

If you're using the US states regulations message alongside other messages, consult Available user message types to understand when different messages are displayed to your users.

I would recommend you to check the US IAB Support for more information.
