Can we develop multi-platform apps using tools like phonegap or is it necessary to develop a native android/iOS app in the Google Admob Student Challenge?

While there are no restrictions on platform, building native applications is recommended. Note that the terms require that the application can be published to the Google Play or Apple App store and use the latest version of the Google Mobile Ads SDK.
