Consent form not showing up

We implemented consent form using admob on our Flutter application.

It was showing up perfectly fine in debug mode on both android and iOS, whenever we did the fresh install of our application.

But on release mode, it shows up on android, we were expecting it to show up on everytime we install the app after deleting the previous one, but that is not the case.

On iOS, it is not showing up at all in release mode.

We didn't get our application verified, is it a step we need to take to get this enabled?
