I released my app on March 10th and immediately set up the app-ads.txt file, but it has not been crawled for three weeks. When will it be crawled?

 I am currently testing the app and it seems that test ads are not appearing because of app-ads.txt

3월 10일 앱을 출시했고 바로 app-ads.txt 설정했는데 app-ads.txt가 3주 동안 크롤링 되지 않고 있습니다. 도대체 언제 크롤링이 되는 것입니까? 업데이트 때문에 앱을 테스트 중인데 이 것 때문에 테스트 광고도 나오지 않는 것 같습니다.

With regard to your concern for app-ads.txt file, kindly note that it may take a few days for app-ads.txt changes to be reflected in AdMob. If your site doesn't make many ad requests it may take up to a month. You may also check the following troubleshooting steps to Ensure your app-ads.txt files can be crawled (https://support.google.com/admob/answer/9679128?hl=en). In addition to that, you may check the article for resolve issues with app-ads.txt (https://support.google.com/admob/answer/9776740?hl=en&ref_topic=7384409) for more information with regard to your concern.

I've been waiting for 3 weeks now, while most people say it takes a day or up to 5 days at most. Is there a reason why it would take a month? And if it doesn't work after waiting for about a week more, what should be done? I have already tried the troubleshooting steps mentioned on the provided page.

If it still doesn't work after a week, could you recommend whether it would be better to withdraw from AdMob and rejoin, or to create the same app from scratch and resubmit it at the same time as rejoining AdMob?  

Please also explain in detail whether it is possible to withdraw from AdMob and rejoin.
