Need some help with com.google.android.gms.permission.AD_ID

Google play is giving me the error saying that there's a manifest file in one of my active artifacts that doesn't include the permission com.google.android.gms.permission.AD_ID
But it is there on the manifest, I'm not sure how to proceed here, I do need it to work, but I don't know if it will work.
