Please note that the apps in the "Getting Ready" state are currently under review. This usually takes a couple of days, but in some cases we may require more time to evaluate your app.
Note: If you recently signed up for AdMob, your apps will remain in the 'Getting Ready' status until your account is verified. Enter your payment details to have your account verified.
If the app is in "Getting Ready" state then the consent prompts will not show to users. This is because the app isn't yet available for users to interact with in a live environment.

Yes, the consent form won’t show if the app in AdMob is still in the Getting Ready phase.
