Incentivized traffic: Really??

I've a game app on playstore and when the user watches "rewarded video ad" I give the user an in-app game credit. We have restricted the rewards to one or two a day, so that the user doesn't abuse the system and cause damage to the advertiser.

But my app has been labelled as getting "Incentivized traffic" and also the ad serving has been completely stopped. 

I've also labelled the button appropriately and I'm letting the user know that clicking it will show an ad - and I've also labelled it as optional(image attached).

Do you think this violates AdMob policy? If yes, then what can I do to stay in compliance? 

I see Duolingo and other apps, which are being featured by AdMob, also do similar things.

Kindly advice on how I can over come the issue and make sure I do not break AdMob's policy.

It is very important to follow AdMob Policies and restrictions as well as Implementation Guidelines to avoid any issues. 

Please use the following help center article to Fix policy issues that affect ad serving and Policies for ad units that offer rewards.

In order to verify your account and facilitate further investigation, kindly share your app ID via reply to author option.
