How to appeal policy violation

because some of my application was in violation of our AdMob program policies, so admob has stopped serving ads in my app

now i have changed my app so it wasnot in violation of admob program policies and updated to google play

but i cannot submit my appeal through the url https://support.google.com/admob/contact/policy_violation_appeal  

because it alway redirect to https://support.google.com/admob/?visit_id=1-636420937753413537-3998659522&rd=2#topic=7383088 

this is just a help page, i cannot submit my appeal

Hi,

Have you tried accessing the appeal form in Incognito Mode? Also, you may try to reach out to the Product Support Team via the different Contact Us options available at upper right hand corner of the AdMob Help Center.

I'm afraid those are the only channels of contact to the Product Support Team. If none of the suggestions worked, then this is probably because you are under this category of publishers. You may refer to this Help Center article for relevant information.

i am not in Incognito Mode

and i also tryed Contact Us options available at upper right hand corner

but when i choose my selection =>admob policies =>Appeal policy violation

and click go to form,it jumped to help page again(https://support.google.com/admob/?visit_id=1-636420937753413537-3998659522&hl=en&rd=1#topic=7383088)

i also tryied the links under heper page.all the link releated to my problem redirect to help page
