It is always recommended to use the latest versions of the SDK. As of today, the latest version of the Google Mobile Ads Android is 24.5.0. Please check in this and confirm.
As per this setHttpTimeoutMillis(int), the default ad request timeout in AdMob is 60 seconds, You can override it (minimum 5 seconds), but this doesn’t apply to third-party mediation networks.
I have checked in our Google Sample Application and was able to load the ads within 2 seconds. To investigate the issue further, I'd appreciate it if you could provide us with the below information:
