AdMob low RPM on app

One of my apps never worked well, yesterday I had 380 new users and 700 active users in total but the app earned almost next to nothing. With 1874 impressions, it earned me 0.27 euro cents. The RPM is 0.13 and I am not sure why it is this low. I have both banners and interstitials in the app and this is one of the few that is doing this dramatically, I have apps with a lot less users that earns a lot more. The app itself consists of a RSS Reader and many other activities that links to websites, but it is mostly implemented in a webview, what could be the problem? If anyone could give me tips or has experienced this before, or knows a solution, I am happy to hear about it!
