Loading App before requesting user to watch ad

Is it possible to load ad in background and then if the request succeeded , I will ask user to watch an ad. I will know that the ad will be played for sure since I display the prompt only after the ad request succeeded.

So the process is like

Request Ad -> If Succeeded Display Prompt asking user to watch an ad -> User Watches Ad (Will always get an ad since ad request succeeded)

Is this an acceptable procedure?
Since I have implemented it like this and I have still not got my app approved. I want to know if this implementation is the reason why my app is not getting approved in admob.

Because here, even the ad mob team won't be able to see the "Watch ad prompt dialog" until and unless the ad request was succeeded. Since during the review , the ad serving is not enabled.

I think it would be against the policies of Admob to load the ads in the background. If you load an ad in the background, admob server will count it as an actual ad view. If you do this repeatedly, it may lead you into getting your account terminated. It is important to follow AdMob Policies and restrictions as well as Implementation Guidelines to avoid any issues.

If the app status is in "Requires review" state. This indicates that your app has not yet been subject to the review process. To have it reviewed, it is necessary to establish a link between your app and the supported app store. You can link a supported store to your app within the All Apps or App settings pages and subsequently submit it for review. For more information, you can visit  Requires review

Could you kindly provide the app ID for further investigation and you can check our Google sample project for Android and Google sample project for iOS for further investigation.
