How does GDPR ad unit deployment work?

If you don't implement a certified consent mechanism by Jan 16, Google will ask for consent using "ad unit deployment". How can this mechanism be tested now? How does it work, does it appear before an interstitial ad unit is snow or does it replace that interstitial ad unit?

Let me give an example:

App start (pre-load interstitial started) -> User is in EU -> Consent form pops up -> interstitial ad is shown or not shown depending on consent?

OR

App start (pre-load interstitial started) -> User is in EU -> Consent form pops up replacing the interstitial ad that was supposed to be shown?
