No test ads on test device

Hello, I am currently testing my first app in a closed test and don’t have much experience yet. If I understand correctly, it is possible to set up test devices that receive test ads instead of real ads. I have done this, but test ads are still not being displayed on my devices, and I also cannot open the ad inspector tool.

Is there anything specific I need to consider when setting up test devices, or why is it not working? I would like to use the app myself and download it from the Play Store, but due to AdMob’s policies, I am not allowed to view real ads.
