interstitial ad load time on android

Hi,

I implemented interstitial ad on my android app.

I preload it at the beginning of the app load.

I tried to measure the load time on my users (I used google analytics), and the load  time is between 3 seconds up to 20 seconds and more!!!

I also used Optimize initialization and ad loading both for load and initialize ads, with no improvements.

This of course cause  loosing of interstitial ads opening and revenue lose.

1. Is it normal that ad load takes so long?

2. Is there any solution for that?

3. Is it possible to save interstitial ad instance locally (such as  SharedPreferences ) and use it for the next app load?
