Ads not loading: "Ad failed to load : 3"

Hi, in app stopped loading ads, in the log I see an error - "Ad failed to load : 3".
Ads were shown before, but at some point they disappeared. I had issues with the privacy policy, but they were successfully resolved. I don't know what I have to do to solve this mistake, option with change of application package name looks terrible. Please, tell me how I can find out the cause of this error. Thanks

AdMob Ads App ID: ca-app-pub-XXXXXXXXX~XXXXXXX

I've tested your Ad unit Id with our Sample apps and I was able to load ads without any issues. It would be best to reachout to Product Support Team via AdMob Help Forum and they will be able to assist you further.
