With regard to your concern for error code 3, it means that the ad request was successful, but no ad was returned due to lack of ad inventory. For us to further check this, can you provide us your app id and ad unit id?

Upon further checking your concern, we are able to displayed ads in our sample app using our sample application ID. However, I've seen that you've already have an existing case (https://groups.google.com/g/google-admob-ads-sdk/c/rX6fPNVN6cc/m/YaZOiB9CAQAJ?utm_medium=email&utm_source=footer) which has the same concern on what you've mentioned on this thread. With that, kindly continue the conversation on the existing thread, as our wider team are handling it.

As much as we want to assist you further on this, the most appropriate team that is handling this now is the best one that can assist you further. Upon checking, it seems that you’re using different ad unit id’s to the one that are registered in your app id (ca-app-pub-6710108018668546~1015582395). Upon testing your ad unit id from your account (ca-app-pub-6710108018668546/3623753228) native advanced, we are able to load ads using it. However, when using the ad unit id (ca-app-pub-6710108018668546/7218082567), we’re able to encounter ad failed load : 0. With that, kindly check again if you’re using the correct ad unit id.

Upon checking your ad unit ids in our sample app (https://github.com/googleads/googleads-mobile-android-examples), we're able to load ads in all of it. Can you try to check our ad unit id (https://developers.google.com/admob/android/test-ads#demo_ad_units) in your app and check if you're able to load ads using it? If you're able to load ads using it, then what you've encountered of error code 3 may be due to lack of ad inventory. However, if you are still unable to load ads using it, kindly check if this is happening to a specific package name or only reproducible in your app and kindly provide it to us.

When using the test ad ID, my implementation was working correctly. However, when I switched to the real ad ID, I started encountering the following error:
'LoadAdError(code: 3, domain: com.google.android.gms.ads, message: Received error HTTP response code: 403, responseInfo: ResponseInfo(responseId: null, mediationAdapterClassName: , adapterResponses: [], loadedAdapterResponseInfo: null), responseExtras: {}).

Hi Starsweeper,
Upon checking your account, there appears to be a billing issue associated with your account. Specifically Pending Pin and On hold due to no valid instruments. These issues would cause the error you are experiencing at the moment. Kindly note that the SDK just requests an ad to the ad server (E.g: AdMob), and I'm afraid that it doesn't have any control on fill rate / match rate of your app. This is more of an ad serving issue/ fill rate concern which is out of scope to our team. You will have to contact our Product Support Team (https://support.google.com/admob/thread/new?hl=en) in order to assist you further on this as anything concerning ad serving and billing is no longer within our team's scope.
